It’s all possible by simply installing a specially crafted theme to Windows 10, then you can simply go to Colors in the Personalization section in the Settings app. The only thing you have to do is to download this zip file, then extract the content, and copy the files to the Themes folder inside of C:\Windows\Resources. Now, simply double-click the windows.theme file and you will see how the Windows 10 title bar changes color immediately. If you have enabled Windows to choose a new color scheme based on the desktop wallpaper, you’ll see the title bar color changing every time you see a new background. The tweaks are pretty straightforward, however Microsoft is likely to have good reasons why this feature isn’t yet enabled.
